Problems with large number of tunnels on a VM-server

Hi,
I installed the 3.23.8 official release on a VM on Proxmox. Because I am the biggest tunnel server in Switzerland, I set the number of clients to 40. Currently, I have 34 tunnels in the list, 15 active (changing occasionally). The screenshot is in the attachment.
Because my tunnel server network starts with 172.31.170.160, the 170 address range is too small and changes to 171 in the middle of the list.
I experience problems with tunnels in the 171 address range. Some are connected (as you see in the attachment). Others do not connect. If I offer the same client an address in the 170 range, it connects. This has already happened a few times. It also helped to just give it a different address in the 171 range. So maybe it has to do with its position in the list.
The resources given by Proxmox are not used, as you can see in the attached picture. But it seems that the memory is not used at all (less than 64M of 512).
Can you advise me on what I have to change to get these tunnels reliably working?

I don't think the issue is
I don't think the issue is related to crossing from 172.31.170.x to 172.31.171.x.  I looked at my hAPac3 that is a tunnel server for 12 clients.  It starts with 172.31.230.x and ends with 172.31.230.x.  The tunnels are working fine.  Remember, each tunnel is a /30 network (or if you prefer, a subnet mask of 255.255.255.252).
I can't address the shere number of tunnels.

What would you see then as the problem?
BTW: As you describe, your tunnels are all in the x.230.x range. Mine cross the x.170.x - x.171.x range. When it was like yours, I also did not have problems...

The /16 and /24 values are in 'white' boxes.
Try setting the start address to 172.31.170.04
