Depends on where your node is configured to retrieve its packages from. On the Advanced Configuration page there are fields where you can set the URL for retrieving packages. By default they are set to get packages from the AREDN server on the Internet, so to accomplish that you will need an Internet connection. It's also possible to set up a local package repository on your mesh network and then point your node to the local server.
