Can't get IP address from V3.16.1.0 on M2 Rocket

Can't get IP address from V3.16.1.0 on M2 Rocket

I have noted that my M2 Rocket does not provide an IP address to any device.  Yes, I have the DHCP server checked.
I have also replaced all cables and it still does not work.  Any thoughts?

MESH SSID
Check to see if there's a "MESH" SSID wifi node... Indicating your node was never configured.
