Upload Button not active in Administraion UI

In the Admin part of the UI, the Update button remains inactive if I try and upload a file that I have selected.  I can select the file from my pc, it shows up in the UI, but the update button stays inactive.
Would attach a screen shot, but don't see a way to do that.
