Plugging my Bullet into my laptop slows it to a crawl

Yesterday, I discovered that when I plug my Bullet into my laptop it slows the computer to a crawl. I have never seen this before, using the same node and same computer. It's an HP ProBook running Win 10.
A couple possibilities:
Microsoft installed several updates the previous day.
About two weeks ago, I accidentally plugged the powered output of my POE into the laptop, however, I didn't notice the problem until yesterday.
